My suggestion, watch the non-filler anime first. Then catch up with the manga. Also, with One Piece it seems to be okay to skip part of the story (I skipped the Thriller Bark arc but I'm not having any problems keeping up with the story).
One Piece is really hilarious all-throughout (unlike Naruto's sporadic bursts).
Many people missed the point about this thread:it is to discuss the similarity of stiles and the ability to adapt the storyline to the one Kishi has in mind
I'd have to go with Arakawa. FMA is on a monthly schedule so it might not be that hard to work around or just change Naruto's schedule slightly. Also, I don't think anyone is disappointed with FMA at the moment as its been great.
