Overrated and underrated characters

Or the real Pain is really weak, so he relies on his "puppets". Not saying this is fact, but I've got an itchy feeling that once they know where the real Pain is, he'll be rather easy to beat. Why? Because Pain sort of implied it with what he said to Jiraiya during Jiraiya's final moments.

the most underrated is probably Itachi just because he let sasuke win that battle and was planning major things like who would win their battle and how to do this and that at a very early age

those pages only serve to prove my point, kakashi was able to formulate a plan in what seems like a very short period of time to kill the pein, without the intervention of the second pein who was already pretty much dead so too would the second pein have been. the sole reason kakashi lost was due to the second peins intervention, so far i see nothing that disproves my point that peins strength is in his teamwork not in his singular puppets powers, pein did a good job through teamwork invading konoha, and is doing a good job overall wreaking having through his plan.

and i was not refering to the real pein we dont know anything about him to formulate how strong he is buy i would guess he is plenty strong.
