Overrated and underrated characters

I just wanted to make a poll for characters who are possibly overrated due to fanboyism, and such. This isn't just about how physically strong they are. It is about their personality, and their role in the manga. If you have other characters that I didn't list that you feel that is overrated, post.

I'm voting for them all even though I got reasons why each one isn't overrated at all. One thing they all have in common is that each person listed (with the exception of Sasuke) has legendary status. All in their own right of course. They're names are all known in the shinobi world for one thing or another. They only get overrated or underrated when people start pitting them against each other.

Let the record show that I, Afro Thunda, believe that everyone is overrated....

Definitely Pain, for me. I think his reliance on his Rinnegan is so much more than Sasuke's reliance on his MS (i.e. their being worthless without their bloodline) that so many people abhor Sasuke for. I'm just waiting for the time that everyone discovers how to beat Pain and he, in turn, gets screwed up.

Shino is underrated, Madara is overrated.

Madara , Sauske, Kakashi, Orochimaru are all overated. As for the underated, Sasori.

But the thread is called...overrated and underrated characters...it doesn't fit with the pole packed with overrated, well ill give an underrated character since I doubt anyone did..lol

Everyone listed (besides Sasuke) is/was a highly ranked ninja with well known reputations:

-Kakashi: Copy ninja Kakashi, known by everyone
-Orochimaru: Legendary Sannin
-Sarutobi: Known as the professor due to his vast knowledge of jutsus
-Minato: The yellow flash. Most were told to run when they saw him
-Jiraiya: Legendary Sannin
-Itachi: Enough said
-Sasori: Only one who made human puppets. Took down the strongest Kazekage.
-Pain: He's called god for crying out loud
-Madara: Been around since forever.

How can any of these characters be overrated when their reputations exceed them?

Personally I think Shino's highly underrated.

Orochimaru is overrated. Has he ever won a fight outright? I mean in such a way none of us could dispute the result. Apart from that time against Sasuke in the Forest of Death, I think not.

And don't even get me going on Sasuke....

No Oro has never won a fight. Sarutobi and the Kazakage both are alive.
