It heavily depends on a person's perspective and biases.
For me, Orochimaru has been the greatest character in Narutoverse. Some people might not see his greatness, but for me and some others it is quite obvious. He hes accomplishments with his ambitions, being hes own god, hes steps threw the ages. Everything he does is a piece of art!

Sakumo Hatake. He was strong as the legendary sannins and he believed that his companions are more important than his duty. I love that idea.
