You can see he doesn't use blood to summon in the manga. He just puts his hands together and poof....He's got summons.

God Realms mysteryious power is the ability to control anyone and anythings chakra, thus making them release their chakra at a whims, just like he did with kakashi when he was doing his chidori. He also manipulated the chakra inside Kakashi's body to pull him forward, just think of Magneto and metal.

Do you think he can do this with everyone... or perhaps it was because he penetrated Kakashi with his "black rod" that he can now manipulate his chakra as well?

I have seen Kakashi summon without drawing blood during the Zabuza arc but during the chunnin exam he did use blood. Its possible when you use a scroll maybe you do not need it.

Pain seems to have infected all his summons with those black poles that probably has something to do with him not needing blood. It may work as a bypass the sameway as using a scroll to summon.

true he was struck with the black rod, but all that did was disrupt the flow of chakra kakashi pulled it out and went for another raikiri and this time it blew up in his face.

Oh yea good point there was also that time Suigetsu summoned Manda using some wierd liquid wonder what that was about.Maybe it was Sasuke's blood.

Still I wonder if Pains black poles allow him to bypass the blood part because maybe it mixes his chakra with that of the summoned creature creating some kind of bridge that bypasses all that stuff.
