i think basically what the guy's trying to say is:
jiraiya stayed inside the frog's belly all along.
jiraiya used a kage bunshin to fight pein.
therefore jiraiya is still alive and kicking.

I think he means something more along the lines of what Pain did when he took 30% chakra off Itachi and used a body sacrafice to make it EXACT, not even the Sharingan could tell the difference.
