I dunno, Kuma seems like a good bet, seeing as how hard he fucking owned the strawhats both times around (They were tired though, to be fair), but
even then his Pacifista clone without the devil fruit ability managed to do some hard damage to them.

The problem with heaps of the shichibukai is that they re overconfident and dont realsie they might lose until the end. I mean look at Crocodile, even when he couldnt transform into sand and he was all bloody he still thought he was so much better and could win. And Moria who thought there was no way the SH crew could beat Oz and then he thought he could hold them until down with Shadows Asgard. And I reckon someone like Flamingo would probably toy around until he gets pwned.

From what i remember he got the title after shank lost his arm. Before that they were equal.

Everyone is saying if Mihawk had no swords, he would be useless. Let me say this now, if Mihawk only had a spoon, he could still kick a lot of ass. He's got speed and agility too. I'm pretty sure he could still deflect bullets with a spoon.

And he could definately make a fist, so I wouldn't count out any hand to hand action he might use. Even Zoro made a fist to punch a shark.
