    Well ofcourse he isnt.. THink about it. If He faces Law, law can probably change his body very easily before BB has the chance to use his DF powers..

    Perhaps, but he is a pirate. They aren't the most honorable people so I completely understand where BB is coming from. I think if he were to just come out and make it a straight fight instead of being sneaky would have been kinda weird.

    Yeah but with rough seas ahead they need a powerful swimmer to save Luffy Brook and Chopper from going overboard as they do so many times granted the others go in to save Luffy bu the point remains. Any fishman will have the same issue so does it really matter

    For me the strongest Shichibukai who use DF( not counted mihawk & jinbei and also BB and Crocodile because they are not shichibukai anymore) is Kuma.

    Blackbeard can't even be counted since he's not in the Shichibukai anymore. I used to think Kuma was the strongest but since he lost his emotions he seems just like those clones and kinda generic. (though strong the clones get taken out with some effort by the Whitebeard pirates so yeah, not that strong) My favorite is Moria but we all know he's not the strongest (lol 0%), he's only good with minions. (same with DonFlamingo with his control ability, neither are directly strong)

    So I guess I'd have to say Mihawk.
