Even if Tobi is Madara, I don't see any other glaringly-obvious reason for him to be wearing a mask with only one eye hole and to have Obito's hair. I'm sticking with the theory that Akatsuki found Obito's body and transferred the long-dead Madara's soul into his body so that he would have a sharingan to use. The physical traits of Tobi match Obito, but the personality traits and implied skill match someone of Madara's stature.

Whats the reason Kakashi wears his mask then? It's just how kishimoto decided to design the character.
