Tobi is Madara. The Tobi-Obito theory was destroyed when Tobi revealed himself to Kisame and then Kisame immediately called him Madara (and Mizukage). There shouldn't be any more discussion about it.
Edit: Don't mind this post since it looks like it was just some confusion on snizshizzle's part lol.
