It was Madara that did it, i just said thsi in an other thread but i'll repeat it here.... I think the MS has a total of 6 techniques and the EMS allows you to use all, Extinguishing the falme being one of them

Its true Itachi did put his flames out as well.

Its just stupid how he was able to escape the attack with a replacement technique while 8tails wasn't allowed to do anything about it due to plot no jutsu.

The 8-tails probably didn't know the power of the attack so didn't take it very seriously.
Just like how Sasuke underestimaed lee in their fight and lost lol
