I guess my real question is why did the Cloud country have 2 Jinchuuriki's (spelling)? I thought they were all divided up, did they steal one?

Maybe they were that weak and the 1st felt they needed two or they were just lucky enough to have another Bijuu attack their village and they sealed it (2-tails or 8-tails, take your pick).
