They are, in rank, but not necessarily in power.

I don't even think they're up there in rank, they're just a special designation for Jounin class.

Or else Kakashi would've basically been demoted.

They don't do anything in the manga. They move on the Hokage's orders. So if the Hokage doesn't give them something specific to do aside from whatever 'normal' stuff they do, then they aren't doing much.
