So I've heard. But do they really suck any more? I think if they make (or already made) a proper apology and haven't repeated their mistake, they should be unbanned. Right now, MS users are losing out on the latest Claymore scanlation, which looks like perfectly good work to me. They can always be re-banned and condemned if they eff up again.
