I have my photo taken with Gintoki, but that's it. Never dressed up as him.
*sighs*
I wish Australia or Japan celebrated Halloween so I could get free candy and dress up as Anime Characters without being weird...

No, not really "on a regular basis" unless you're at a place where it wouldn't be weird (Akihabara, which is far away from me T_T) or, like, working for some one. (I.e maid cafe... even then, again, most of those are in Akihabara...)
Most people wear normal clothes. I do occasionally see older women dressed in Kimono on the streets or the train, but that only happens like once every few months. T_T
The only time I've ever seen people dress up as Anime characters was at the cosplay convention in Nagoya.
Long story short- basically if I dressed like Gin-chan or someone else and walked around in it here, it would still be seen as strange. Just maybe not as strange as it would be in, say, Australia.
