decent theory but controlling the weather? i think that's way too out there for Naruto anime/manga. I definetly dont think this is his actual ability. I think his name may play a part in what his ability is. "Pein" as in "Pain" and i'm sure u've all noticed those holes on his arm, they should be some type of indication.

On a note less bathed in stupid, Kekkei genkais are geting old; it may have been on this site that I read it, but I recently saw someone comment that unique abilities are generally a lot cooler, more powerful and more common in the Akatsuki; Hidan, Kazuku and Deidara were all fairly unique, as was Sasori to an extent. I agree with whoever wrote that - let's hope for another unique ability.

What freaking holes?

when pein first appears in the manga and he has his hand on the wall as hes walking towards (tobi) you see 2-3 holes on his left arm.
