He does NOT say Admiral, it says CANNON.
You must have misread 大砲 as 大将
Disco calls his boss for help with Den Den mushi,
but the boss replies he can't because they are summoned for action.
Because of Whitebeard vs Shichibukai.
From this, you can deduct that Disco's boss (The man behind the auction)
cannot come because of Shichibukai being summoned.
