I voted Madara. The guy is accomplishing his goals and hasn't gotten his hands dirty yet. He made 9 shinobi from Konoha(the greatest country) look like kids. He's been in the picture pulling strings for longer than we have known andevery still thinks he's dead.

i voted for oro he was the main vilian in the beginning and after his "dead" he still giving problem to everyone

I voted for Hidan, simply based on his looks. He may have been a one trick pony but he looked like a badass. Still, you'd think someone with immortality would have plenty of time to learn new jutsu.
