Bookman isn't stronger than Lavi at all, he's only put above Lavi in importance because he's old and wise in his years. He was probably stronger in his younger days.

I think General Cross, he has two different evocations, and he's a scientist too, so he's very smart.
Allen is very strong too, and he is constantly improving

I believe that allen is by far the strongest. With him being both a Noah and an Exorcist he has the potential to be the strongest of both worlds.

If the 14th was able to survive for quite a while against the Noah's that were trying to kill him I'm sure that his powers must be impressive. But if his abilities are just ark related maybe not, lol.

At the moment, the only exorcists who haven't evolved are Kanda and Lavi (I'm not counting Marie, Chaoji or the generals, seeing as Marie haven't appeared that often, Chaoji just became an exorcist and the generals are after all generals).

I would say that the generals and Noah's are about the same level, though Cross seems to be stronger than many of them. We haven't really seen the other generals fighting so much so it's very hard to place them, but I think I would list them like this:

(I find it really hard to place Miranda too, since her Innocence isn't used for attacking, but I think I placed her well enough)
