Anti pedophilia law may affect all manga

okay,first i originally wanna posted it in the watercooler,but since it`s only disscus anything unrelated to manga/anime.i decided to put it here.the mod can move it or delete it if he/she think this thread is breaking the rules.

A legislative proposal that aims to amend the current child pornography law was submitted on the 24th of February this year and being reviewed by the Tokyo’s committee. According to sources, it might not be long before the committee starts to vote on the proposed law, and the voted results could become law by this October.


In the proposed amendments, depiction of non-existent youth (yes, that means 2D characters) aged below 18 will face restrictions and in addition to that, internet usage for Japanese minors will be restricted through usage of filtering software in both internet cafes as well as mobile phones.

It is mentioned that the proposal will be presented to the Tokyo Metropolitan Assembly’s General Affairs Committee on the 18th of March, and voting by the committee will be on the 19th of March. If all goes well, the entire assembly will be voting on the proposal on the 30th of March. If the proposed law is passed by the assembly, the loli ban will probably go into full effect as soon as the 1st of October.

While the way these things are phrased seems intended to target mostly pedophilia, apparently the wording is much broader, with potentially much larger ramifications.

The first post on the subject from this thread is below. This is biased scare tactic fan speculation. Slightly legitimate, but stated in a wild, hard to follow or believe fashion. This is pretty much said in the worst way possible to get a reaction, without getting any real facts across. (this is why the first couple pages of the thread are crazy, sarcastic and skeptical)

This is a law intended to ban all sexual behaviors of fictional characters who LOOK below 18. Don't tell me how they're going to judge but if this is true, not only it will be the end of yaoi (as not only are the shota pron in danger but the whole genre of school yaoi will DIE) and imagine just what size that will be. In addition, Naruto, Reborn, Code Geass, and basically 99% of manga will perish with this law because characters who are fighting there are definitely below 18. The tricky thing about this law is that they're not really advertising the law, it's not on the news and nobody except a very small proportion of people even know about it.

If they pass that shit piece of law (which is likely at this moment because many people, even Japanese, don't know about the law so they don't even have a chance to oppose to the law), it'll be DOOMSDAY really for me.

I don't exactly care abour Naruto or Bleach, but Kenichi, Berserk,negima,soul eater ... Many shounen has fanservices from under 18 years old characters.
Oda let Luffy pass the age of 17 anyway. Nami is 18 from the beginning.

This IS a huge deal, and there ARE major (and I mean MAJOR like Fujiko Fujio A and Go Nagai, living legends) protesting.

This isn't a "anti pedo law".
It can even ban something like Berserk, because it has a depiction of the protagonist's trauma by being raped at the young age.
There's a reason why manga artists are up in arms.... no, it's not a misunderstanding at all, and it's a very dangerous law that could annihilate portion of the entire manga industry. And I'm not talking about adult manga, I'm talking about seinen, shounen, and shoujo markets.

I mean, damn, what an impressive list.
First of all, you can't find a legend bigger than Fujiko Fujio in the manga industry that's still alive today.
And many others on the list are no less of a star, including Nagai Go, and Rumiko Takahashi.

Jump artists aren't listed on there, but the author of Inukami did draw protest about the bill as a content of his manga with his characters voicing logical reasons why this is a terrible idea, and published in last week's Jump.

And the law isn't a simple anti-pedophilia law.
The bill, which they are trying to pass in Tokyo prefecture, prohibits any depiction of sexually suggestive or activities of minors, regardless of context or the expilicity of the content. Unless the content is sold as adult-only.

For example, something like Berserk can be banned in Tokyo, simply because the protagonist's traumatic past of being raped is depicted. Or the scenes with Princess Charlotte and Griffth, followed by her father's madness. These were obviously not depicted in pornographic nature, but the bill would still prohibit this.

So the bill mainly affects seinen (青年), shounen, and shoujo manga.
seinen (成年, adult only) manga will not be affected

i read through this the main thing is the nudity and explicit content of characters possibly under the age of 18. all that means is no more younger character in sexually explicit situations witch with a lot manga is not a problem.
for example
in fairy tail lucy is dressed in sexy out fits all the time but that is not really a big issue or from what i read what they are aiming at.
but
in air gear younger and younger looking charters are naked or near naked and in sexual explicit situations all the time, that is where i think this is aimed at.

it all really depends on how the law makers interpret it, how much they enforce it, and how bad the penalties are. in other words no reason to worry about this B4 any legal maneuvering has even happened. we just have to wait and see cuz right now there are 1,000,000,000 ways that this could go, but like was said B4 it is in japan so it will be hard for most of us to fallow.

I haven't read through this stuff, but if it is as Cross says I'll have to agree with his conclusions.

Sadly, some artists keep pushing the boundaries of acceptability until society pushes back. I have often had issues with language and suggestive imagery where children have access.

I like what they are trying to do.. but i dont really know if thats the right way to go about it.
So many mangas would be canceled.. so many mangakas would have to change their manga a bit and even drawing style.. The law is just too broad..

It pretty much gets rid of ecchi in shonen and shojo.. Poor raymond..

But yeah.. what happens to even romance and slice of life? Many of those have somewhat "sexual situations" and the part that says for any character that causes them to be lusted after if under 18.. wtf? That all depends on preference.. so umm.. how? I can understand not putting a naked loli in your story.. but thatd even mean a swimsuit for(pedobears, though that could mean even regular clothes even. but they cant really take that out lol) some people.. and wouldnt they have to be drawn.. well.. uglier?
It truly just depends on how much they enforce it..

But right now they should either just seriously tone down that law, or use it as a threat to show them not to go overboard.. and if they keep doing it, use a lesser version of that law, but not as toned down as i previously mentioned..

Though, i only really read what daz posted.. I somehow doubt theyd enforce as badly as they make it sound.. so im not gonna worry bout it yet.. lol

Been following this on Sankaku for a while. It's not really an anti-pedo law because they took out the part about owning photographic child porn before they finalized it. It's just an attack on the anime and manga industry because Ishihara is a narrow minded twat.
It's going to effect anime like Ore no Imouto and pretty much any other late night anime.

Publishers are already telling mangaka to cut out certain scenes from their manga. If it happens to Negima I will really be gutted.
BL mangaka are in trouble too, because Ishihara is also a homophobe.

Some sites say that the ban will include Evangelion.
The bill was revised to include fictional characters, calling them "fictional minors" who still are protected under human rights laws.
.......... yes, I'm dead serious. The law makers in Japan are THAT stupid.

They also said there will be guidelines on what they consider acceptable, and said examples like Doraemon's Shizuka-chan shower scenes will be exculded.
They also said material sold to adult only will not be affected, and neither will novels (they specifically said expression of text is varied for interpretation, and pose lesser danger to children's influence)
Doujinshi sold in Comic Market isn't considered an well enforced adult rating, and will not be considered in exclusion.... meaning they may have to hold Comic Market outside of Tokyo now.

However, it doesn't change the fact that it's a case by case generic standard, that is at the mercy of the authority.
Specifically, depiction of sexual activities are going to be restricted, meaning titles like Sigurui and Berserk could be in trouble.
Even though the nature of the depictions may not be pornographic in nature, they don't care about the context.

Oh, and ka-zillion shoujo manga titles, but those were going waaaaaaaay overboard anyways.
