Well since he was apart of Konoha that would mean that he would have had to create the organization years ago before he left, but he never mentioned that he was founder when explaining everything to sasuke so I don't think it was Madara I believe it was someone less suspicious, or is Kishi that obvious.

Itachi said that Madara made Akatsuki. Madara and Itachi say different things, so one of them is lying or there is a truth in both of their story's. Madara pictures himself as a good guy in front of Sasuke, so he probably hides some stuff or lies about something.
