Looks like I was right, the moment Jager was out of steam, he couldn't warp away from Hibari's attack, but the moment Bermuda sit on his arm, he could do it again, what's more, Bermuda does that constantly throughout this whole fight. Not to mention that the other Vindice get weaker from simply laying on the ground, or rather from time passing, perhaps only Bermuda awakened the 8th flame and everyone else is simply fueled by him. This would make sense seeing as Bermuda is the only one with the Clear Pacifier, while everyone else form the Vindice has a stone version.
