There are similarities between the two series and the specific items in them but unless Kishimoto makes Naruto look just like Pikachu then I don't see the similarities between saying Katon and flamethrower are the same, for that matter add witch hunter in there then cause that chick can shoot flames out too, and so does a whole lot more series.

I don't think their stealing so much as there is hardly anything new to draw about anymore, it'd take someone really ingenius and creative to not be blamed for stealing ideas now a days.
