they might be twins separated at birth the 4th sealed the fox in 1babby and snatched the other one and stathced the other, he was going to take naruto but then some one walked in and he had to snatch a babby in a hurry and took the wrong one and when it was tolate he had to plot all this shit to get it back W/O getting noticed ;O

Okay: Pain is naruto long lost evil older brother and his woman is sasuke's long lost older sister that yondaime kidnapped ( to get the sharingan bloodline limit) and went to form akatsuki and now he's pulling the strings from the shadows and made his older son leader of the akatsuki :laugh

I think kishimoto voluntarily made pein resemble naruto. If there are any family ties between naruto and Pein, i think the surprise will be on naruto's side rather than Pein's since akatsuki had to do a background check on all the jinchuriki first b4 planning whatever projects they had in mind
