I think its probably something that can grant omniscience. Or atleast knowledge about the future and how you can change it. Basically the power to decide the fate of the world. It would be very awesome if One Piece was an actual living being.

It's definitely a weapon how else would the pirate king rule the ocean? Can' be just wealth it has to be something powerful also my guess is probably something uncovered by the poneglyphs since Roger had voice voice fruit he could read / use the poneglyphs without ohara's knowledge. So I bet at the climax of the show all those weapons going be revived and one piece is something at the center of them all.
