Because an Ex- Admiral from the past might join, because right now theirs only 3 Admirals. Their is a possibility the next member of Luffy's group will be a Navy marine that decided to become a pirate in hopes of changing the current government. In Marineford Coby disagreed with all of the violence, I doubt he was the only one.
