I think you might simply be confused. There is no example of this whatsoever in the manga or anime.

i think you read that on wikipedia because i read something along those lines on wikipedia a while ago. but the thing is that it wasn't stated like that. it was more like chuunin and higher have been shown to be capable of using the summoning jutsu.

not all summons have to be animals or that crap. Orochimaru summons rashoumon. which is a wall of defense with a demon face on it. summons can be anything and are certianly not only for the people who are destined for greatness... atriede...
