I believe so. Pa frog decided that Naruto should learn Senjutsu, based on his readiness, and the key frog spoke of Naruto not being ready, and Jaraiya referencing Minato's intentions of utilizing the Kyuubi chakra for a jutsu or some other purpose. Which means that these events, are controlled by these people, and subject Naruto to new things according to their plans.
