eye-candy is fun but also a crutch for poor writing. Reference Air Gear: Huge amounts of fan service but the thin plot revolves around flying, wind, air, wings, etc. expressed in every 'battle' and let's not for get that said battles revolve around frickin' roller-blades. 13-18 year old kids are KILLING each other over ROLLER BLADES. and frankly even if they are motorized you still cannot truly fly on a pair of roller blades without some serious (and frankly impossible) engineering involving wing attachments!

...What was I talking about? Oh Yeah! Naruto doesn't have fan service because it doesn't need more fan service, it has plot, and a decent premise!

now I have to try and figure out why I even read air gear...
