Because there's a dozen other characters that look like other characters. The body that was using summonings, looks just like Deidara, whom in turn looks just like Ino. Naruto, Yondaime, Kankuro, Tsunade's brother, Raidou, and about 3 other characters all looked the same, yet only two of them were actually related.

Tobi said that he was outnumbered 8 to 1, but Sai isn't there. Would that mean he's counting Akamaru? I hope we really get to see Tobi fight soon.
