We've all come to know it as "Teh AIDS", a disease that makes the victim perform far below their full capacity, but ironically enough, they're still better than the vast majority of their peers. Anyway, at the time, all eyes were on Itachi and his development, which was progressing far faster than anyone at his age. But "Teh AIDS"... The fucking "Teh AIDS" had to shut him down. Of course, Oro was the only one to try anything despite this fact, and for good measure since his snake-like tendencies could find some way to avoid "Teh AIDS" affecting Itachi's body. But alas, Itachi was still too much to handle for Oro, as we all know. So then, if you can't have Uchiha Jesus, then why not go after his brother. And this is why Sasuke is so important to these people (sans Madara). If Uchiha Jesus could become Uchiha Jesus practically on his own, to what heights could his brother, Sasuke, climb under the careful guidance of a teacher?
TL;DR If you can't get Itachi, settle for the next best thing, his brother.
