I guess toby's able to do his space time jutsu thanks to his sharingan or mangekyou sharingan.my opinion is,toby's jutsu is the same as kakachi's,but the level they use it is just different.if you don't believe me take the example of sasuke and itachi as far as their use of the amaterasu is concerned,they both use this technique but the way sasuke use it is more powerful and effecient than itachi does.
