Rinnegan, Kekkei genkai or Reincarnation of the Sage?

Kekkei Genkai, or the Reincarnation of the Sage of the Six Paths?

Since Pein(Nagato) belongs to the Amegakure village and doesn't seem to be a naturally occurring Kekkei Genkai in that Village. I want to say reincarnation, but it doesn't seem to fit the series. I have to side with Kekkei Genkai. Opinions? anyone Care?

Meh, might be Kekkai Genkai, but you never know, maybe it'll be something different (besides reincarnation).

can it really be considered a bloodline limit if its that rare and hes the "possibly" only one with these eyes since the legendary Sage himself? Not much of a bloodline if you ask me...

but just because its a bloodline limit doesn't mean its not rare. i refer you to an earlier comment by sasuke that only a small number of the uchiha clan were able to awaken the sharingan. it can be a bloodline limit and yet not be available to all the desendents

personally i think we'll find out eventually

its probably a kekkai genkai. and pein is probably a descendant of the sage or his clan and that he is the last one alive. and that hes not really from Amegakure, but somehow ended up there when he was little
