I have never seen an anime with fillers more than 50%.

You obviously don't watch a lot of Naruto. They went almost an entire YEAR of fillers, and just now did about 3 months worth of fillers. Bleach's fillers aint nothing... In fact, I am shocked they don't have more...

It may be because he would make a very interesting villain. Urahara would be a much better villain than Aizen.
