Blackbeard probably turned in Ace to the government in order to get a Shikibukai spot. Kuma is there to inform Moria that there's gonna be a meeting or something.

reading that theory made me relise that if that were the case, Luffy would hear about it eventually and want to rescue his brother, and that would be how luffy would meet his dad offically cause you could so see Dragon help luffy out in rescuing ACE, where as Dragon would have his own agenda in regards to the whole overthrowing the World Government thing.

Then there would be a reunion of Luffy, Dragon, Ace and Garp somewhere along the way

Then ACE might join Luffy's crew because White Beard probably wouldn't go to the extent of rescuing him out of Prison. Which would make him a permenant charcter in the series.

So the next Ark might be Rescue Ace ark?
