Chopper is technically a child. As well as him being the "cute" factor in One Piece so of course he's not gonna have a deep man voice, it wouldn't fit him at all.

Well, sure, it wouldn't fit him, but it would still be hilarious to hear, you see that little cute animal come up to you, smile in his little chopper way, and then say "hey you, why don't you get me a glass of water" in a voice reminiscent of Barry White. I can ignore the voices in this dub because they sound normal, except the thing is, knowing that dragon ball z comes on right afterwards and hearing piccolo in two shows back to back is kinda weird, other than that, it's fine.
