If the Japanese really cared about "stupid politicians" doing "stupid things" like these, they won't put them in office, or find a way to put someone in who is sympathetic to them. I'm sure that they've got anti-censorship activists over there, too. Last I heard, they're still a democratic country.
It's their culture, after all, and they have a right to do whatever with it as they please. If their people don't care about their culture being censored and choose to give up their creative rights, we have no right to interfere.
And like I said, the law is restricted to Tokyo, so if publishers really feel strongly about their art they can bring their business elsewhere. Also, publishers aren't so poor that they can't lobby against laws like these.
