Well it wouldn't be the first time the Japanese have used entertainment to highlight real world issues. Kojima and Metal Gear Solid springs to mind straight away. Naruto tends not to be so blatant about it, but there is an undercurrent of an anti war bias in there. You don't even need to look carefully. Think about Shodaime giving the big 5 villages a bijuu each in order to maintain the balance of power. Sandaime telling Kazekage(Of course it was Orochimaru in disguise, but he didn't know that at the time) that there was still time to negotiate whilst he had a kunai held to his neck. Orochimaru's comment about not exposing the orphans to anymore suffering.
