Aokiji - Because he's calm, attentive, and he's good in nature ( proven that he felt remorse and looked like he had second thought when Akainu as a Vice Admiral, ordered the fleeing survivors of Ohara ). His sense of Justice isn't as crazy as Akainu and he's level headed and he's strong. Also he was personally recommended by Sengoku to be his replacement.
