Not quite. It's more like his power allows him to reach the destination he has chosen. Looking at how his ears are bleeding it may be echolocation.

nice ch, itlooks like the other group completly sewed up aru, they'll probably get the 6th password next chapter which means they have a day in a half to find the last 2 passwords

Power over time is always spectacular, even if it is limited, not to mention the condition needed to use it is pretty hectic. Makes me wonder, if using all of skin would allow him to revert somebody's time, or if he only needs to use the portion from his scar, as he already thinks of using it.
