Juugo would be pretty old if that is the case. About the age of 4th hokage actually, who is much older than Kakashi (4th trained Kakashi, and Jiraiya trained 4th.)

Tsunade has 53 and looks like a girl in her 20's. Juugo was the first to have the cursed mark, so he should be older than he looks. Just because he has to be older than Anko.
