Pretty sure Garp heard the knews from Smoker who works with the marines. I really doubt Dragon met Garp after what Robin stated about him. Has anyone noticed how at the start of the series, Buggy is portrayed as strong and brave... But in Strong World Chapter 0 and the events in Impel Down and Marineford he is portrayed as weak and cowardly

lol i'v commented on that before, when buggy is first shown he's a ruthless leader who will do anything to win (including killing his own men)

That's because he had the upper hand then. He was the strongest, but now he is weak compared to everyone else. If you were to take Aizen after losing to Ichigo, a few years down the road he would seam just as cowardly. Oda likes showing what happens to the bad guys, what happened to Buggy happens to all major villains in all series(if they live of course).
