because he's a pirate who hates the government? Only marines can be promoted to be an admiral, even when he was a shichibukai he was just a pirate who barely cooperated with the government. which is why the only people who could possibly be admirals on the poll are magellan and lucci even then they'd have to work their way to be VA's first, idk about magellan though. If they were to bring in someone and automatically promote them to admiral, all the soldiers working and training to get promoted would rebel or go on strike. If they have admiral like strength in the marines, they'd be swiftly promoted after proving themselves worthy

Enel,like everybody stated cuz of his DF
and
Marco also cuz of his DF

Magellan would also make a good admiral

and last Dragon,though his power lvl is unknown as is his status with DF or not
i think he is definetly Admiral lvl or maybe even stronger than that

all others i would say still have not reached admiral lvl,though Mihawk might be close but i also couldnt see him be an admiral cuz of his personality

again i dont think croc gets any respect because he lost to luffy but admirals are more that raw power they are in command meaning they controll trops and croc is smart he has proven he can put together a good plan

got nothing to do that he lost to luffy or doesnt get any respect,
also i like croc as a char.
and u gotta consider he won against luffy 2 times and only lost one time,
u could even say he is leading

but in the war u saw croc is very strong but not strong enough for being an admiral(as example joz fight)
which also doesnt mean he cant get to that lvl,cuz he could improve further
just my opinion
