He has has weak physhical strength he's kinda like Croc they have skills and great DF control but they have no stamina or they would have defeated Luffy because if anything there weaknesses in fights against Luffy didn't take away their strength it just enabled it to be a fair fight.

this why enel wont be an admiral. He doesn't take orders from anybody but if he take a shichibukai seat, he will only be an ally of the WG but doesn't necessarily take orders from them so a shichibukai is more plausible than enel being an admiral

It doesn't matter if he is not a pirate YET. Even if he is not a pirate it doesn't mean he can't be one.
He even commented on luffya dream of becoming the pirate king which he said not bad at all for a goal so he could be even interested of finding OP and be the pirate king if he thinks that the OP is a peice of very valuable vearth
