But logic would dictate that he's the lightning guardian, right? So would it make sense for him to be a clone/identical twin/alternate universe version of Byakuran? I suppose Byakuran could have two wave energies, but I think that's kind of lame. I think the closest relationship I'd accept would be if they're brothers.

Hmmm, when did Byakuran get his eye tattoo? Did he have it when Irie activated his power in the past? Maybe he and "Ghost" got it at the same time... Or maybe Ghost worships Byakuran like a god, so he got the tat to reseme him... I dont know.

In the anime, they made him blond, so I don't think that he's a clone, or a Byakuran from a parallel world... But I guess that they could've not checked with the mangaka.
