Correct me if I'm wrong, but it seems to me that the "revolutionary" pupil Jirayia is trying to find amongst the ninjas, are in fact the bodies used by Pain.
I know for a fact that one with the scar on the forehead is one of the bodies of Pain, Its almost safe to assume that the rest of them are the same. Look at the pictures and judge for yourself.
