firepanther - yes. While we'd prefer mainstream manga/anime, it doesn't really matter as long as it looks good. A halloween theme might be creative for fan art, but it's not necessary.

AP are nothing as long as you get a 5 on the test.
But yeah I also tried to do some more work but they[people at my school] just dumped all this work on me.

Wait, can I just use a pre-colored render of a guy and just fool around with it? Like, Jump already colored it..

Either will do, but if it isn't banner size make sure it can be cropped or rescaled to fit into the banner and still look good.

Do you have a recommended size?

The banner viewing space is 800x200, so anywhere within that scope should be fine.

Taking an official color page and doing something cool with it is acceptable.

Looks good. If you want some suggestions, I think losing the black drop shadow and the white glow by Luffy's hat will make it even better.
