kage to rule over all villages , im not sure what somebody would call a kage that rules over all villages , but anyway think about it on his quest to become hokage narutos main goal is to end war and bring peace to ALL , and with the current ninja system that is impossible because other villages are competition and as long as they are competing there can never be peace , but if naruto is the child of profecy and meant to bring salvation to the world it is possible that by the end of it all he will somehow bring everybody together ,even the small countries like amagakure , by then all of the villinous shinobi will be gone , with everybody united he just may brake the cycle and another monster like pein or madara ect. can be born
