Jiraiya & Tsuande is actually discussing what'd happen if Jiraiya died, sorta! . Further foreshadowing of Jiraiya's death, I suppose <_<. They also discuss the possibility of making someone/some hokage candidate (Tsunade's death foreshadowed, anyone? <_<). But Jiraiya says that "Right now, there are no one besides you in the village who could be Hokage"...
