I reeeeeeeally doubt that The Sage of the six Paths could do the moon in order to get power. I mean, how would he manage to do an entire moon if Chibaku Tensei is Pain's (as far as we know) most powerfull technique. Doing that technique was really demanding for Nagato, if the moon was the source of The Sage's power, then he wouldn't have had the strength to do it. This is the chicken or egg stuff.
